I think that's an experimental tool that was discontinued. I'd still use 3rd Party tools like Earth Sculptor, L3DT standard or Terragen to lay out my terrain. Looks better too.

It is actually pretty useful it allows you to edit the terrain with the buildings present... There were a few problems but no show stoppers. Unfortunately they did not give it to us since it had 3rd party code that they couldnt release. I do not know is we are allowed to distribute the binaries for it or not.
